The Syndicat du Chanvre de Nouvelle Calédonie (SCNC) brings together and represents the interests of producers, processors and distributors of industrial hemp and medical cannabis. Our objectives are simple: to obtain legislation and implementing regulations to enable the development of these two sectors.
In a country that has banned cannabidiol (CBD) since 2018 and that applies the laws of the republic to the letter (79% of consumers in the 2024 delinquency statistics), the fight is bitter. Our government has had autonomy over the 1961 Convention on Narcotic Drugs since the transfer of health, but is not free in terms of police and justice. We continue to encounter purely administrative resistance that is more a matter of abuse of power than reason. Having the legal capacity, our organization has obtained a derogation for industrial hemp trials, enabling us to demonstrate the feasibility and interest of this sector. As neighbors of Australia, the main market for medical cannabis, we have outlined the economic interest of an export sector targeting the Pacific as well as Europe (for which we have passports), bearing in mind that we are forecasting an annual need of over 9kg per 270,000 inhabitants by 2025.
